samxmas, there's a difference between planning something and actually doing something. I think what Northwoods shows us is that even with an 'evil' enemy on their front doorstep, and the Soviets gaining footholds all over the world, the US administration was unwilling to take such severe measures in order to legitimate an attack on an enemy that seemed to threaten the American way of life in a way that bin laden or hussein never did. If Northwoods suggests anything, it suggests that, in the end, civilian life was deemed to be more important than political expediency.

Apparently you did not watch the video about the U.S.S. Liberty which showed The US government had isreal attack the Liberty, and when they called for backup President Johnson said, "I want that goddamn ship going to the bottom".
